No, it's not necessary for life. It's just better to provide sand bath, it helps a degu to keep the fur clean. But the degu will survive without it too, they use alternative ways to keep fur clean, they clean it to each other by their mouth and they also bath in their bedding sometimes. Some degus even won't bath in sand if you give it to them.
